New location for bid package notes

The bid package notes have been moved to a dedicated Notes tab within the bid package toolbar for easier access.

To add, view, or edit a bid package note, enter the project's bid room, select the bid package from the Summary Sheet, and select the Notes tab in the bid package matrix.
